- Phase 3 : Thematic Analysis: Evaluating access, quality, governance, equity, and financing challenges.
- Phase 4 : Policy Options & Recommendations: Drafting a reform framework aligned with Vision 2030, SDG 4 (Education for All), and national priorities.
- Phase 5 : Presentation & Advocacy: Sharing findings with government bodies, donors, and education stakeholders for adoption.

The Pakistan Education & Situation Analysis is an independent research study initiative to evaluate the current state of education across Pakistan, identify systemic challenges, and propose policy and structural reforms. The study aims to provide an evidence-based foundation for designing a modern, inclusive, and future-ready education system.
This analysis is being led by Nigehban Social and Economic Development Foundation serves as the knowledge partner for presenting this work, in collaboration with the Federal Education Ministry and relevant provincial stakeholders.
