- Phase 1 - Introduction, Research & Stakeholder Brainstorming: Landscape review, co-design workshops (FDI, NADRA, provinces, Local Government, M/o NHSR&C, donors), and consensus note with advisory facilitation by Nigehban.
- Phase 2 - Policy & Legislation: Draft NCRA Bill, Rules of Business, and MoUs with NADRA and provinces; establish governance board and standards.
- Phase 3 - Infrastructure & Technology: National database, data centers, secure cloud, and biometric kits (fingerprint + retina) for hospitals and LHWs.
- Phase 4 - Pilot & Implementation: District-level pilots, training, and real-time verification with NADRA.
- Phase 5 -Expansion & Integration: Nationwide rollout, integrated with health, banking, and social welfare systems.
- Phase 6 -Monitoring, Data Quality & Sustainability: Dashboards, audits, cybersecurity, and donor/government sustainability mechanisms.

The National Child Registration Authority (NCRA) is a national, digital one-window mechanism of FDI, NADRA, and Local Government to register every child at birth and link identity with immunization, health, education, law enforcement, and social protection. It connects hospitals, Lady Health Workers (LHWs), and civil registration so that no child is left invisible.
Nigehban Social and Economic Development Foundation serves as the advisor and presenter of this concept, working with government stakeholders and development partners to build consensus and technical pathways for implementation.
